Pass Features
An employer applies for eligible foreign students or trainees. Validity is up to three months, with no renewal or family passes and no foreign-worker levy or quota. Relevant legislation includes Conditions of Work Pass and the Employment of Foreign Manpower Act.
Lifecycle
Before applying, check eligibility and documents. Apply and await approval before arrival, obtain IPA and check current travel requirements. After arrival, issue the pass for a notification letter and register fingerprints and photograph if required. Card delivery follows within five working days after registration or document verification. Cancel when no longer needed.
Keep the Three Different Validity Periods Separate
The three-month TEP duration is not the same as the time allowed to complete issuance after approval. MOM's application instructions give the in-principle approval letter a six-month entry and issuance window. After the employer issues the pass, the emailed notification letter is valid for one month and allows work and travel while the card is pending. None of those administrative windows turns the TEP into a renewable six-month training pass.
Apply from overseas where possible and bring the candidate in only after approval; the candidate must be in Singapore for issuance. Do not rely on a visit-pass extension while awaiting the application outcome. MOM separately permits an issuance-stage STVP extension request where the candidate is waiting for medical results: submit it 7–14 days before STVP expiry with a doctor's memo giving the results collection date. This is a conditional request, not an automatic extension.
Check the notification letter to see whether fingerprint and photograph registration is required. If required, arrange EPSC registration within two weeks after issuance. The candidate should bring the original passport, appointment and notification letters, and a phone with a local number and the Singpass and SGWorkPass apps. These registration requirements and the later card-delivery stage are distinct from the maximum training duration.
