Non-Resident Professionals

Independent professional services differ from employment and from services supplied by an incorporated company.

Source checked · 11 October 2026

Key Requirements

The category includes consultants, trainers, coaches, visiting speakers and experts exercising an independent vocation in Singapore. It can include an individual operating through a foreign unincorporated firm, whose defined scope excludes certain universities, clubs and government bodies. The source describes non-residence where presence is below 183 days in a calendar year. Identify the legal supplier and nature of the engagement before applying the professional withholding regime. A short visit is not by itself an exemption, and a contract labelled consultancy may still require analysis of whether the individual is an employee.

Identify the Individual and Where Services Are Performed

The category concerns an individual exercising an independent profession or vocation under a contract for service. Check the actual contracting party and work rather than relying solely on a consultant job title or an overseas invoice address. An individual operating through the defined foreign partnership can fall within the regime; that definition does not turn every overseas company or institution into a foreign firm for this purpose.

For the non-resident professional route, Singapore service income is subject to withholding even when the fee is paid overseas. Conversely, services performed wholly outside Singapore are not subject to this professional withholding merely because a Singapore company pays. Prepare a dated engagement and travel schedule to distinguish Singapore work from work genuinely performed elsewhere, without assuming that payment location determines the tax source.

Confirm Who Files and Retains the Receipt

The payer files and pays withholding by the fifteenth of the second month from the applicable payment date. IRAS’s current guidance states 15% of gross income, or 24% of net income where the professional elects that method for income due and payable from 1 January 2023. Do not import an employee’s short-visit exemption into this independent-professional category. Keep the Confirmation of Payment with the engagement records and consider the separate treaty-exemption rules where relevant; residence classification alone does not establish a treaty entitlement.
