Work Holiday Programme Eligibility: Age, University and Residence

The ten university locations, student/graduate conditions, capacity and professional registration.

Source reviewed: 2026-10-12

Age and University Requirements

Be aged 18 to 25 when applying and an undergraduate or graduate of a university in Australia, France, Germany, Hong Kong, Japan, the Netherlands, New Zealand, Switzerland, the United Kingdom or the United States. The university must be recognised by the relevant government.

Undergraduates must have been resident and full-time university students for at least three months before applying. Graduates must have been resident and full-time university students.

Capacity and Work Permissions

The programme has capacity for 2,000 holders at any time and permits up to six months of living and working in Singapore.

Medicine, dentistry, pharmacy, architecture, law and other regulated professions still require the applicable Singapore practice registration.

Match the University Evidence to Student Status

The university-location requirement is separate from the applicant's nationality. Check the government recognition of the university in one of the listed countries or regions, as well as the applicant's own age and study status. For an undergraduate, retain evidence of at least three months as a resident and full-time student before application. The graduate condition is that the person was a resident and full-time student; MOM does not state the same three-month minimum in that graduate bullet.

The application evidence differs accordingly. A graduate supplies the passport particulars page and degree certificate or transcripts. An undergraduate supplies a university letter with the listed personal and matriculation details, dated no more than three months before application, and a student card. International students at the university also supply their student visa. Non-English university evidence needs the original and an official English translation certified by the university.

For planning, compare the evidence dates with the intended application date rather than only the travel date. The application should not be made more than three months before intended travel, and the pass must be issued within three months of IPA. Issuance also requires a return travel ticket confirming departure by the end of the six-month pass. Those later application and issuance checks do not replace the initial age, university and residence conditions.
