MOM publication date:

Announcement and Status

Three foreigners and two local account lenders were convicted on 10 October 2023, reported the next day. The foreigners were permanently barred from work in Singapore; individual fines appear below.

Case Details and Examples

Ng Teik Chuan made over 1,300 deliveries and earned around S$17,000 using MilkRun and LiveExpress. Amanullah worked four days using Mubeen’s FoodPanda account and earned around S$540. Chaw Soon Yaw used brother Soon Song’s Deliveroo account and earned over S$2,000. Cases against Syazuwan and Low remained ongoing.

Official Advisory and Follow-Up

Foreign self-employment requires valid authorisation for the occupation. The release cites up to S$20,000 or two years or both, with the same possible liability for local account lenders assisting the offence. Lending a platform account does not confer legal work rights.
