COMPASS Workforce Profiles: Monthly Updates and the Three-Month Average

When C3/C4 workforce data changes and why the most recent month is not immediately reflected.

Source reviewed: 18 October 2026

What Changes on the Sixth Day

On the sixth day of each month, myMOM Portal updates the organisation’s nationality shares for C3, local PMET share for C4 and total PMET count for the small-organisation default-points assessment. MOM averages the latest three months of available data to reduce abrupt movements.

MOM’s May Example

The 6 May update uses January, February and March. April is excluded because April CPF contributions are collected in May; April workforce data can first appear in the 6 June update. The displayed profile therefore follows the available-data schedule rather than an immediate snapshot of current staff.

Plan Around the Published Data Window

Record the date of the employer profile used for an EP assessment. MOM refreshes the information monthly, rather than whenever an employee joins or leaves. The update covers nationality shares, local PMET share and PMET headcount, so the timing can affect several firm-related checks at once.

Use MOM’s May example to distinguish payroll timing from profile timing. The 6 May update averages January, February and March data. April is not part of that update because April CPF contributions are collected in May; those April workforce figures can first be reflected on 6 June. A current staff list and the displayed profile may therefore describe different data windows.

For practical planning, label any internal calculation with both its preparation date and the months it represents. Do not treat a new hiring decision as an immediate change to the official C3 or C4 information. Compare like-for-like periods before concluding that a difference between payroll and the portal is an error.

Check the published profile again when reviewing an application’s timing, and keep the updated figures with the assessment working papers. This is a suggested review habit, not a claim that waiting for the next update guarantees a better score. MOM’s workforce-profile update FAQ ↗ explains the available-data average and should guide expectations about when information appears.
