Calculate the Local Share
Local PMET share equals local PMET employees divided by all PMET employees. For this measure, locals are Singapore citizens and permanent residents for whom the organisation pays CPF contributions.
Compare within the Same Sector
MOM ranks this share against other organisations in the same sector. At the 20th percentile, the organisation’s local share is higher than that of 20% of sector peers; at the 50th percentile it is higher than that of 50%. A percentile is therefore different from the organisation’s own percentage of local staff. Check the resulting percentile in the Workforce Insights Tool in myMOM Portal.
Keep the Workforce Percentage Separate from Its Rank
Calculate the local PMET percentage first, then identify its comparison with employers in the same sector. For an illustrative example, 60 eligible local PMETs out of 100 total PMETs gives a local share of 60%. This does not mean the organisation is at the 60th percentile: the sector’s distribution is needed to establish that rank.
Conversely, an organisation at the 50th percentile is above half of its sector peers on local PMET share; that description does not mean half its own employees are local. Use different labels for the calculated share and the official sector percentile in any planning worksheet so that the two figures are not exchanged by mistake.
Apply the scoring rules only after understanding those measures. Organisations with fewer than 25 PMETs receive default C4 points. For larger organisations, sector ranking normally matters, while MOM also provides a safeguard giving at least 10 points where the local PMET share is at least 70%. These are distinct rules, not a single percentage-to-points formula.
Use the employer’s official Workforce Insights information for its sector comparison instead of guessing competitors’ staffing. A practical review can retain the profile date, local-share percentage and sector percentile together.
