Full, Partial and Fixed Arrangements
Full or partial employer-borne tax requires a tax-on-tax calculation. Indicate the arrangement in item f of Form IR8A; for partial cover, state the income on which the employer bears tax. A fixed tax allowance is taxable too. Use the official worked examples for the calculation and distinguish employer-borne tax from remitting an employee’s own withheld salary.
Confirm What the Employer Agreed to Pay
Start with the employment contract and any tax-equalisation or reimbursement arrangement. Identify whether the promise covers all employment income, only specified income, or a fixed allowance. These are different payroll instructions: a fixed allowance does not by itself mean that the employer has agreed to settle the employee’s entire assessment. IRAS treats both employer-borne income tax and a fixed tax allowance as taxable, but the reporting and calculation must reflect the actual arrangement.
For practical preparation, make a reconciliation showing the employee, income year, income covered by the promise, tax paid by each party and any amount recovered from the employee. Keep the agreement beside the tax assessment and payment records. A payment made to IRAS from the employer’s bank account is insufficient, on its own, to establish who ultimately bears the cost; check whether it was funded by a deduction from the employee’s own remuneration.
Reconcile the Benefit Before Reporting
Where the employer bears tax, the tax payment creates a further taxable benefit, so adding only the first tax bill can understate the benefit. Use the linked IRAS tax-on-tax examples to work through the applicable arrangement. For partial cover, identify the income covered rather than describing the whole salary as tax borne. As a working check, compare the final payroll report with the agreed scope and retain an explanation for any difference; this reconciliation is preparation advice, not an additional IRAS form.
