GST Rate Change for Businesses

The rate-change hub links implementation work and rules for transactions spanning an effective date.

Source checked · 11 October 2026

Key Requirements

Singapore moved to 8% in 2023 and 9% in 2024; these are completed changes, not a new prospective increase. The preparation page covers systems and prices, the transitional page uses invoice/payment/delivery events and the adjustment page addresses credit notes and concessions. Imported low-value goods and non-digital services have their own transition guidance. Consult the appropriate detailed rule for a historic correction rather than applying today’s 9% to every old receipt. Preserve the transaction chronology and document any choice or adjustment so the return, invoice and customer charge agree.

Reconstruct the Original Transaction Dates

When reviewing a transaction around 1 January 2024, list invoice dates, each payment date and the value of goods delivered or services performed on either side of the change. A single contract can have several tax treatments if payments or performance were split. The detailed rules distinguish invoices issued in 2023 from invoices issued on or after the change; the invoice year alone is not a complete answer.

For an invoice issued on or after 1 January 2024, full payment received in 2023 means 8% applies. Where payment was not complete but delivery or performance occurred in 2023, the specified election can apply 8% to the higher of the pre-change payment or pre-change delivery/performance value. Keep the evidence supporting that election and assess the remaining value separately.

Keep Transition Concessions in Their Historical Context

The IRAS examples refer to adjustment dates in January and March 2024. Those were transition arrangements, not a fresh extension for correcting records in 2026. A practical review should retain the original invoice, any credit note, replacement invoice, customer payment and return-period reconciliation together. Reverse-charge transactions have their own payment and accounting details in the transitional guidance. Use that branch for imported services rather than copying the local sales-invoice example into the purchaser’s reverse-charge calculation.
