Exchange of Information Arrangements

Singapore exchanges tax information through treaty and multilateral arrangements using several distinct mechanisms.

Key Requirements

Exchange on request involves a partner tax authority seeking specific information from Singapore’s competent authority. Automatic exchange includes recurring reporting frameworks such as CRS, FATCA and CbCR. Spontaneous exchange covers specified tax rulings under BEPS commitments. The mechanisms have different triggers and procedures: a financial institution’s annual report is not the same as a foreign authority’s individual request. Identify the Mechanism Behind the Information Request

A request-based exchange begins with a partner tax authority seeking information from Singapore’s competent authority. Automatic exchange instead operates under reporting frameworks such as CRS, FATCA and Country-by-Country Reporting. Spontaneous exchange covers specified categories of rulings. These descriptions are not interchangeable: the existence of an exchange arrangement does not by itself tell a business that it has an annual filing obligation under every framework.

IRAS says it provides request-based assistance only for clear, specific and legitimate requests meeting the EOI Standard and the relevant statutory requirements. Its administration page states that subjects of an EOI request may make representations highlighting issues with that request, which IRAS considers in its evaluation. This is a defined review context, not a general right to block every cross-border disclosure or to demand another taxpayer’s confidential information.

Prepare a Framework-Specific Record Map

For practical preparation, identify the entity, jurisdictions, account or transaction and period involved before gathering records. Retain the actual request or reporting notice and route it to the person responsible for that particular framework. Ruling exchanges use their own categories, related-party tests and recipient-jurisdiction safeguards; they should not be treated as publication of all rulings. A clear record map helps avoid confusing a financial institution’s recurring report with an individual information request or a ruling-exchange question.
