Key Requirements
The scheme supports Singapore-incorporated or registered bunker-fuel businesses supplying ocean-going ships. Applicants need GST registration, good tax and payment compliance, a valid MPA bunkering licence and strong records and controls. Apply with F16, business information, a licence valid at least the next three months and latest audited accounts. Approved marine fuel oil can be purchased from registered suppliers without the usual upfront GST, reducing refund-related cash flow. Verify current approval and the fuel specification: not every listed business remains active and not every petroleum product is approved marine fuel.
