Classify the Journey
Business flights for client meetings, conferences or training are not taxable. Flights for an employee and family to begin Singapore employment or leave when it ends are also not taxable under the stated treatment. A flight on renewal with the same employer follows home-leave treatment. From YA 2018, home-leave passages for employees and family are fully taxable; cash paid instead is taxable as well.
Classify Each Journey by Its Actual Purpose
Start with why the journey was provided. IRAS distinguishes business travel, starting or ending Singapore employment, home leave and cash instead of home leave. A ticket’s destination or the employee’s nationality is not enough to select a row. For example, a flight to an employee’s home country might be linked to an actual client meeting, or it might be a private home-leave trip; preserve the itinerary and business purpose to support the distinction.
The commencement and cessation treatment also covers air passages provided to family members. It is not the same category as a flight supplied when the employee renews a contract with the same employer: IRAS expressly applies home-leave treatment to that renewal flight. Check the employment event before assuming that every ticket linked to a new contract period is an exempt relocation benefit.
Reconcile Tickets and Cash Benefits Separately
Home-leave passages for employees and family members are taxable in full from YA 2018, and cash in lieu is taxable. As practical preparation, keep a journey-level schedule showing who travelled, the employer-paid or reimbursed cost, purpose, and the income year used for reporting. Match that schedule with payroll and supplier invoices so a directly purchased ticket is not missed simply because no cash allowance appeared on the payslip. The working schedule supports classification; it does not replace the official treatment or make all overseas travel taxable.
