Eligibility and Job Offer
Eligible applicants are LTVP/LTVP+ holders married to a Singapore citizen or PR, or unmarried children below 21 of a citizen or PR holding LTVP. The residence pass must have at least three months remaining and there must be a Singapore employer’s job offer.
DP holders seeking employment need a Work Permit, S Pass or Singapore EP instead. Objectionable occupations such as a dance hostess are prohibited.
Application and Validity
The employer or appointed EA applies, and work starts only after the employer receives LOC. Validity ends at the earlier of the requested period and LTVP/LTVP+ expiry.
The LOC ceases to be valid if the residence pass expires or is cancelled, or employment with the company ends. The employer must still cancel it after employment ends.
Check the Residence Pass and the Proposed Occupation Together
For preparation, confirm who issued the LTVP or LTVP+, the qualifying family relationship, the remaining validity and the employer making the job offer. Keep these checks together: having a long-term residence pass alone is not the complete LOC eligibility test. The minimum three months of residence-pass validity must be checked against the planned application date, rather than only the date the offer was signed.
The proposed profession can create additional document requirements. MOM's selected-professions guidance includes regional representatives, employees in food establishments, and specified regulated professions. For a food establishment, it asks for the SFA foodshop licence page showing validity or, for a new establishment without a licence, the SFA application letter. Non-English supporting documents require the original and an English translation. Check that profession-specific route before submission; the general LOC eligibility page does not list every required attachment.
The employer or appointed agent applies only after obtaining the candidate's written consent, and work begins after the employer receives LOC. An eligible holder who has not found a job can separately check PLOC eligibility rather than assuming an employer-sponsored LOC is already available. PLOC and LOC use different application sequences. These preparation checks do not extend either the residence pass or an existing employment authorisation.
